​Located in Nyalam County, the sudden breach of the moraine dam of the Jizhang Glacial Lake and the resulting catastrophic deluge were captured on camera.

​China has built a highly advanced high-tech surveillance network along the Tibet border adjoining India and Nepal, as well as in high-altitude mountainous regions, equipped with remote sensing stations, automated drones, and more.

​Sensors installed near the lake send real-time alerts to the control room and drone system as soon as the water level rises.

​China's Tibet Autonomous Region Authorities and local scientific teams keep a continuous watch on these lakes. They regularly record water levels, cracks, and glacier melting conditions by flying automated drones or using cameras and drone stations installed near the lakes.

​Chinese agencies and scientific researchers were already aware that this lake was in a high-risk and dangerous condition.

​However, the real-time warning provided by China to Nepal was significantly delayed, resulting in massive destruction in the downstream areas.

​Although disaster data-sharing agreements exist between the two countries, Nepalese officials stated that accurate information or water-level alerts were not sent immediately during the lake breach.

​While the International Centre for Integrated Mountain Development (ICIMOD) had previously issued warnings that the lake could burst at any time, there is a distinct difference between such "general warnings" and a "live early warning" issued 1–2 hours before a flood arrives—which Nepal failed to receive in time.

​Due to the lack of advance notice, residents in the lower reaches of Nepal were left with no opportunity to evacuate to safer locations.
